Carl Sassenrath on REBOL 3: The Current Plan -- aka "we'll release it when we fixed the world" (sometimes abbreviated as NIH). A more pragmatic approach may be to simply choose any distributed version control system (e.g. Git, Darcs), a R3-dev mailing list and hit the ground running. Obviously, such an approach is simply a no-go in the walled garden (massive walls!) the REBOL community prefers to dwell. And that's a pity, I might add.
