Elsevier is Publishing a "Journal on Web Semantics". A lot of the usual suspects are on the advisory or editorial boards. Volume 1, Issue 1 is fulltext available from ScienceDirect, for free.

which reminds me that i wannted to add a link to Donald Knuth's letter to the Editorial Board of the "Journal of Algorithms" for quite some time. done :)
