RFC1738 § 2.2 z.B. hier:
http://www.cis.ohio-state.edu/cgi-bin/rfc/rfc1738.html sagt, dass "unsafe" chars encoded werden müssen, also immer:
"{", "}", "|", "", "^", "~", "[", "]", and "`".
Abhängig vom Schema:
";", "/", "?", ":", "@", "=" and "&".
Deshalb:
"Thus, only alphanumerics, the special characters "$-_.+!*'(),", and reserved characters used for their reserved purposes may be used unencoded within a URL."
