win32's cmd.exe (still) uses the cp850 charset if you are using german local settings, like in a german win32 version. so when working on an MySQL utf-8 database via the mysql console, enter your strings with the proper charset introducer: i.e. _cp850'string with umlauts äöü goes here'.
